Non-Fatal Overdose/Near Miss Surveillance System

Summary

The QES Non-Fatal Overdose (NFO) Surveillance System enables real-time notification of non-fatal overdoses/near misses that occur within a local authority area. The key data recorded includes what drugs were involved, the place of incident, whether naloxone was administered, what interventions were taken and much more. This collection of data supports a broader understanding of each incident, whilst ensuring personal data is anonymised, and contributes to informing harm reduction, identifying where resource should be allocated whilst also supporting drug intelligence work.

The publicly available notification form enables multi-agency partners, local organisations and members of the public to provide broad detail on an incident in a simple and quick format using the online system. Upon a notification form being submitted, a case is created which then allows for Public Health to explore the information provided and update case details with any further information that may be provided following the incident, e.g. drug testing.

 

The in-depth reporting functionality provides automated reports on gender, age range, substance type, location type, time of day, intervention taken, services involved and much more. These reports are displaced as pie charts, bar charts, graphs and heat maps, all with the ability to export in multiple formats. Additionally, an audit report feature supports users in the development of written reports (e.g. annual, quarterly, thematic) by selecting which reports in the dashboard to include and using technology to interpret written text generated from the visual data that is pulled alongside it such as a pie chart, bar chart from the reporting suite.

This system has been designed to save significant time whilst also improving the recording of high quality data on each non-fatal overdose or near miss incident. The use of an online system ensures security of sensitive data being recorded, and automates much of the process to provide additional time to explore the data and inform harm reduction services. The NFO System mirrors that of the DARD System, enabling a more standardised approach and also helping in the comparison of statistics and data as dashboards are all extractable and can be compared in the same format.
